Academic Chronology

Md. Yousuf Ali completed his Bachelor of Science in Civil Engineering from the Bangladesh University of Engineering and Technology (BUET) in 1987, securing Second Class. He completed his Higher Secondary Certificate (HSC) from Rajshahi College under the Rajshahi Board in 1981, achieving First Division. Prior to that, he obtained his Secondary School Certificate (SSC) from Niamatpur High School, also under the Rajshahi Board, in 1979, with First Division.

Professional Track Record

From January to December 1989, he worked as an Assistant Engineer at Designers Collaborative Limited, a reputed consulting firm, where he gained early professional exposure to engineering and consultancy services.

From August 2001 to May 2003, he served as Upazila Nirbahi Officer (UNO) in Fulpur, Mymensingh, overseeing local administration, development coordination, and government service delivery at the upazila level.

From May 2003 to June 2006, he worked as Metropolitan Magistrate at the Chief Metropolitan Magistrate Office, Rajshahi, performing judicial and administrative responsibilities.

From June 2006 to October 2006, he served as Additional District Magistrate at the Deputy Commissioner’s Office, Tangail, supporting district administration and regulatory functions.

From October 2006 to August 2008, he worked as Additional Deputy Commissioner at the Deputy Commissioner’s Office, Tangail, contributing to district-level governance and administrative management.

From August 2008 to September 2010, he served as Deputy Secretary in the Roads & Railway Division, Ministry of Communication, where he was involved in policy formulation and infrastructure-related administrative functions.

From October 2010 to May 2015, he worked as Director (Deputy Secretary / Joint Secretary) at the Export Promotion Bureau (EPB), Ministry of Commerce, contributing to export promotion policies and international trade facilitation.

Simultaneously, from October 2010 to August 2016, he served as Project Director for the Bangabandhu Bangladesh–China Friendship Exhibition Centre Project and the National Export House Construction Project under the Export Promotion Bureau (EPB), Ministry of Commerce, overseeing large-scale national infrastructure projects.

From May 2015 to August 2016, he continued at the Export Promotion Bureau (EPB), Ministry of Commerce, in the capacity of Secretary (Joint Secretary), supporting strategic leadership and administrative coordination.

From August 2016 to April 2018, he worked as Director (Joint Secretary) at the Department of Disaster Management (DDM) under the Ministry of Disaster Management & Relief (MoDMR), contributing to disaster preparedness and risk management initiatives.

From January 2018 to June 2019, he served as Project Director (Joint Secretary) for the Construction of Rural Roads by Herring Bone Bond Project under DDM, MoDMR, supervising project implementation and infrastructure development.

From April 2018 to September 2020, he worked as Project Director (Additional Secretary) for the Construction of Flood Shelters Project under DDM, MoDMR, leading disaster-resilient infrastructure initiatives.

From September 2020 to February 2021, he served as Additional Secretary at the Ministry of Industries, contributing to industrial policy and administrative oversight.

From January 2021 to June 2023, he worked as Project Coordinating Director (Additional Secretary) for the Matarbari Port Development Project at the Chittagong Port Authority, under the Ministry of Shipping, coordinating one of the country’s strategic port development projects.

From July 2023 to September 2024, he has  served as Director at Farhat Consulting Engineers and Architects Ltd., providing professional leadership in consultancy, engineering, and architectural services.

Professional Training, Capacity Building & International Exposure

Md. Yousuf Ali has participated in a wide range of professional training and capacity-building programs both locally and internationally, aimed at strengthening his administrative, managerial, and leadership competencies.

At the national level, he completed several core and advanced training programs at reputed institutions such as Bangladesh Public Administration Training Centre (BPATC), Savar, BCS (Administration) Academy, Department of Land Records and Survey, Treasury Office, Munsiganj, and Bangladesh Management Academy (BMA), Vatary, Chattogram. These training courses covered key areas including public administration, law and administration, survey and settlement, treasury management, anti-corruption measures, senior staff leadership development, and top-level management training.

In addition to local training, Md. Yousuf Ali has undertaken international professional training programs, including a six-week overseas training course (Stage-2) in the United Kingdom and a professional development program in the United States, enhancing his global exposure and professional perspective.

Furthermore, he has visited numerous countries for training, seminars, workshops, and other professional purposes, including China, Nepal, India, Singapore, France, Switzerland, England, Scotland, Wales, Russia, Belgium, Germany, Vietnam, the USA, and Iran, reflecting his extensive international engagement and cross-cultural experience.
